Dave, you've pointed out something the other posters have missed. NJ requires permits to own and purchase firearms(except when a new resident moves into the state and has legally purchased them elsewhere). This case is about seizure/forced surrender/selling. NJ has a broad "health, safety, welfare" clause that allows them to pull permits from someone for whatever reason. Your neighbor says that you're a hothead can potentially get a permit pulled or denied. That's how messed up it is.
This guy would never get a carry permit in NJ.

This. For any non LEO or politician/judge CCW permits are close to impossible to obtain. The issue here is about merely owning a firearm. That's why I'm surprised that LE is being so aggressive in this case, since as I mentioned earlier, Morris County is more conservative/pro-gun than much of NJ.

    3) Or maybe, does NJ require a permit/license to own / to possess a firearm? I found the law re: purchase but must have missed the one on ownership, if there is one. Do you have a citation for own/possess/etc?

    4) Is the intended confiscation based on the requirements of such a permit/license to own/possess? Or is it something else? If so, what else?
In Nj, to own firearms, you must get a "Firearms I D. That permit(FID), allows you to own and purchase long guns. You need to apply on a separate form for Handgun permits. I doubt he had a "carry" permit, and the orig post did not mention carry. It is my understanding that even if you inherit firearms of any kind, You still have to register them in your name. That would require you to get the FID card and poss handgun permits. All firearms are supposed to be registered in NJ to the current owner.
