Yup, "possible" for the privileged. For everyone else it's virtually "IMPOSSIBLE"

It's not difficult to get a handgun permit in Chicago. Takes a little time and money. Carry of any kind is not allowed. That's the next battle to be fought. I think there may have been some confusion in earlier posts re Chicago handgun permits (which allow you to have a handgun in your home) and concealed carry permits (which are not available at present).
