Possible change to OK Self-Defense Act...

    VARIOUS CHANGES:

Text can be found here: http://webserver1.lsb.state.ok.us/20...2134%5Fint.rtf

Basically it looks like this would state clearly that carrying into a posted establishment is not a criminal act. At the moment it's simply not stated specifically that it IS a criminal act. A nice little bit of clarity there. It does strengthen the ability of business owners to control the presence of firearms, making it clear that they can deny entry or kick you out if you have it, but overall I'm happy with the change.

In many places it reduces the penalties for various actions, such as failure to notify an officer upon "official" contact. It also puts us in the clear while removing the gun to store it when entering a place we can't or don't want to carry.

It also changes the text regarding carry into certain places. Rather than saying it's illegal to carry, it would be illegal to knowingly, intentionally or recklessly carry there. So if you happen to carry into a place you didn't realize you shouldn't, theoretically you should be ok.

Also makes the text defining a concealed handgun a little less specific.

There are no massive changes, and it's not going to allow open carry or anything, but overall I think they're fairly good changes. Thoughts?

    OPEN CARRY:

This one would allow open carry: http://webserver1.lsb.state.ok.us/20...1470%5Fint.rtf This excites me! Actually, it now looks like there's more than one to allow open carry. I'm really hoping it passes this time! Last session it passed the House and Senate with a veto-proof majority in both, but was vetoed by the governor. It was expected by many that the majorities would override the veto, but there were a few turncoats who ended up getting it killed.

http://webserver1.lsb.state.ok.us/20...b856%5Fint.rtf This one would keep concealed carry statutes exactly as they are, but allow unlicensed open carry.

    PRESUMED SELF-DEFENSE:

http://webserver1.lsb.state.ok.us/20...b894%5Fint.rtf would create a law directing that under certain circumstances, a homicide committed should be presumed to be self-defense.

    COLLEGE CAMPUS CARRY:

http://webserver1.lsb.state.ok.us/20...b858%5Fint.rtf Allowing carry onto college campuses under most circumstances. http://webserver1.lsb.state.ok.us/20...1463%5Fint.rtf would actually prohibit colleges from trying to prevent carry by licensed individuals.

    CARRY IN CERTAIN PLACES:

http://webserver1.lsb.state.ok.us/20...1553%5Fint.rtf would allow carry into places where gambling goes on, professional sporting events and non-federal government buildings.

    CASTLE DOCTRINE:

http://webserver1.lsb.state.ok.us/20...1439%5Fint.rtf extends Castle Doctrine to include places of business.

Hopefully, these will pass. Eventually I'd like to see us join in the Constitutional Carry movement, but I guess these bills will do for now.

Well, SB856 up there is unlicensed open carry. It's a big step towards constitutional carry. It doesn't get us all the way there, but any of these passing would make me happy.

Update: I've written a personal email to the author of each of these bills expressing my support and indicating to them the other bills I'm supporting. Already got a response from Rep. Tom Newell regarding HB 1463.

I emailed Mary just before the election and she (or her staff) replied that if she is the Gov she will sign any Open Carry bill that crosses her desk. I agree, the Constitutional Carry would also be super great, I wouldn't think it would be hard to have that law too?

Oklahoma used to have a very good open carry law: That law went away when the CCW law came into effect. Last year the OK legislature passed a good open carry law but the governor vetoed it at the request of LEO organizations. The makeup of the OK legislature changed drastically as a result of last falls elections. Fallin will sign open carry into law when the current legislature passes it.

    Keep up the pressure, guys.
