    UN/US/coalition supports Libyan rebels. What if the Small Arms treaty was in effect?

    As I read the treaty, the rebels would be considered to have 'illicit' arms. So would the UN then support the Libyan government?

    So far as I'm concerned, you just put your finger on exactly why the UN members are supporting that treaty.
