    Antis newest assault on the 2A: Buy power of local govts

    This week, the Educational Fund to Stop Gun Violence (Ed Fund) is releasing a new report that details an exciting new strategy to reform the gun industry.


    The "Buyer Power" strategy focuses on the influence that cities have over the gun industry. Because municipal governments are some of the largest purchasers of firearms nationally due to their need to outfit local law enforcement departments, gun manufacturers give substantial attention to this critical market segment. This gives cities considerable “buyer power” in their dealings with the gun industry.

    A city purchasing firearms for its law enforcement department can use its buyer power to create incentives for gun manufacturers to employ "countermarketing" strategies to ensure that their retailers are using all available procedures to prevent illegal firearms trafficking. Such strategies might include videotaping firearms sales, preventing the use of cell phones inside gun stores, and requiring criminal background checks for all employees who handle firearms. Gun manufacturers would be obliged to listen and change their policies to compete for cities' business. In this way, gun manufacturers and cities could begin to work together in a collaborative, positive fashion.

    The report, entitled " Utilizing the 'Buyer Power' Strategy to Reform the Gun Industry," is intended as a resource for grassroots activists. It provides all the information they will need to reach out to their municipal officials to request the implementation of buyer power initiatives.

    That's an approach that can have unintended consequences. Numerous California LE agencies acquired Barrett .50 BMG rifles, but when CA made purchase and possession of those rifles illegal, Ronnie Barrett ceased all sales to that state - including spare parts and factory service. Would that all the other gun manufacturers and distributors had similarly strong courage of their convictions.

    Let's not forget the fact that many of these "buyer power" cities are given guns either for free or at a very, very reduced price. Gun companies justify these costs by viewing the lower profits as good marketing.

    I'm pretty sure that gun companies know where their bread is buttered, and it's buttered by the 80 to 100 million civilian gun owners in America.

    RICO laws can be used to prosecute/stop Coke and Pepsi from coordinating their prices. Could RICO be used against gun manufacturers if they all agreed to NOT sell something to someone?

    Do the big gun mfgrs even sell to big PDs? Or do they go through a gun shop or distributor?

    Could a gun mfgr prevent a gun shop from selling their products to a city?

    After the SCOTUS ruling on 2A, they know they have to hit Mfgrs , checks, and ammo sources as means to restrict use and ownership of guns.

    So, that's where we have to watch and respond as well. Sellers know that if they do stupid things, this community gets the word out fast, and it would impact their sales overall to a big degree. Stopping buying a Mfgr's ammo for 1 month, would do damage to their bottom line more than non-purchasers ever could.

    The "attack" on private sales, is where they are pushing the strongest at the moment, and eliminating them.

    The percentage of sales to municipalities pales to the retail market.

    Yes, the sales give the maker prestige...when the Chicago PD's Stakeout Squad 'chose X gun above all the others to confront dangerous gangs...' it is a sales enhancer...

    But the actual sale itself? Maybe 50 to 200 handguns.

    The buying power of cities is an empty threat to a manufacturer.

    Firearm manufactures deny sales to law enforcement agencies in cities that have private party ownership restrictions and "Right Denied" states.
