    The same way those states understand the right to the assistance of competent counsel for criminal defendants better than TX and some other states do...

    If only the rest of the territories would follow suit. They're all no-carry jurisdictions.

    I believe the VI also has a CCW system. There was at one time a weird agreement that VA CCWs were honored in the VI. Most likely though, the VI CCW is probably may-issue.

    USVI is definitely may-issue. They do have CCWs, and technically have a reciprocity law, but in practice they do not issue to non-residents and do not recognize out of territory permits (except LEOSA). None of the other territories issue to non-residents, and they're like California in terms of CCW permits: the law allows them, but only the politically connected get one.
