USVI is definitely may-issue. They do have CCWs, and technically have a reciprocity law, but in practice they do not issue to non-residents and do not recognize out of territory permits (except LEOSA). None of the other territories issue to non-residents, and they're like California in terms of CCW permits: the law allows them, but only the politically connected get one.
