Just wanted to also chime in that this is most definitely not a 2A issue. This is bad parenting at it's worse. If it wasn't a shotgun, it would have been a knife, or a baseball bat, a rope, or a sharp pointed stick.
Actually when the 2A was drafted in the late 1790's, I'm sure the intent was to protect everyone capable of carrying and using a gun. Remember back then childhood was brief and most able bodied males were hunting, farming, clearing fields and working to provide for the family from age 12 or so. We also have to remember that kids back then respected authority, their parents and the law. Disrespect and irresponsibility was simply not tolerated.
