The judge had problems with requiring people to break the law in order to have standing to challenge the law.
I've had trouble with that one for decades.

I can understand that requirement. If not, someone would challenge every law. Can you imagine the impact on the courts if every law passed by a legistature was challenged in court. And you know someone would.
SOunds like a bunch of local leaders acting like children.
