Ohio: Last chance for House Bill 495

Last June the Ohio House passed House Bill 495 (Laws, Acts, and Legislation) which removes the need for a competency certificate for a license renewal and also allows Ohio to recognize the license of any state willing to recognize Ohio's.

The bill has languished in the Ohio Senate due to the summer recess and the Fall campaigning season. The Senate has now scheduled eight sessions to finish this legislative season (Legislative Schedules). If HB 495 isn't voted on during one of these sessions, it is dead and the whole process has to start all over again with the new General Assembly in January.

Please contact your Ohio senator and also Senate President Tom Niehaus. Ask them to move this bill to a vote before the Senate ends its business in December.

You can contact Senate President Niehaus and your state senator at the Ohio Senate web site here:

It is especially important that you call now. Especially since the post-election Media Mantra appears to be that the NRA lost and is no longer a force in politcs = the state politicians are more than likely to use this as a test case of that fact in OH, and elsewhere.

It is even more important, now, post-election to make pro 2A 'noise' at the Federal, State and local level. Regardless of the election, anywhere, at all levels, we have not gone away and need to make sure the lawmakers know that.

Thank you for posting to remind me about this. Fixing that weird bug in Ohio law where a loaded mag counts as a loaded gun would make this bill worth it even if that's all it contained. I wish HB 422 which would have removed the mandate to yell at LEOs when they approach the car would have made it out of the house.

Can anyone clarify this more? Has it taken affect yet and what does this mean for the reciprocity in Ohio? I would like to find out more information before I spend the money on a non resident license so I can carry in ohio as they do not honor Texas licenses.

An amended version passed, but it did not include the reciprocity provision, which was removed.

It does not take effect until the end of March. The two biggest changes are now to re-certification training for Ohio CHLs, and the definition of a loaded firearm in motor vehicles.

Thanks for the quick reply buckeye! Looks like I'll have to begin the wait on a Utah permit. At least they are fairly inexpensive!
