    HB 2199

    THE SECOND AMENDMENTPROTECTION ACT

    This exciting KSRA initiated legislation sponsored by Representative John Rubin co-sponsored by 49 additional Representatives provides total Second Amendment protection to the citizens of Kansas!This bill declares that the tenth amendment guarantees to the states and their citizens all powers not granted to the federal government and reserves the right of the State of Kansas to protect it's citizens from federal impingement on your Second Amendment rights.It also asserts under the ninth amendment that the Second Amendment is a matter of contract between the state and people of Kansas. It enforces and upholds Article 4 of the Bill of Rights of the Constitution of the State of Kansas!This bill also declares that firearms, accessories, parts or ammunition that is owned or manufactured commercially or privately in Kansas and remains within the borders of Kansas is not subject to any federal firearm or ammunition law, treaty, regulation, federal executive action or registration program. It declares that any act, law, treaty, order, rule or regulation of the federal government which violates the Second Amendment is null, void and unenforceable in the State of Kansas.In addition it makes it unlawful for any official, agent or employee of the federal government to enforce or attempt to enforce any act, law, treaty, order, rule or regulation and provides for felony charges if attempted.Another provision within this bill prohibits inquiry by any physician, other than a psychiatrist, as to ownership or possession of firearms and prohibits treatment being denied for refusal to submit to such questions.No committee referral as of yet.*

    Good luck Kansas. Unfortunately this administration has demonstrated that they couldn't care less about the 10th amendment or anything in the constitution that doesn't support their cause for that matter. Still it's nice to see state governments fighting the good fight.

    Some times to understand Kansas... you have to look at what's NOT happening..... there are NO BAN bills or anything of the type being submitted around here. Kansas, is not the place to come and pick a fight.... we are only quiet up until the fight starts. There was a 88.2% vote to add the right to own and bear arms, for self-defense, etc. into the State Constitution. We have more pilots and vets per capita than most states. It is the birth place of the Patriot Guard. Most Sheriff's in Kansas have stated they will NOT enforce any Fedl gun bans, because they consider them unconstitutional and against their oath of office.

    So, do you think passage of this ... is just "symbolic " ..... or a "statement" ??
