Apparently the VA has now decided that it has the authority to declare someone incompetent and make it illegal for them to possess a firearm.

I read the entire letter several times and it looks like they think they can declare someone incompetent based on vague evidence provided by an unnamed person. As a result of this, the "incompetent" person would lose their 2nd amendment rights without any judicial proceeding occurring. Additionally, the burden of proving that they are not incompetent is placed on the individual. Are we now guilt until we prove ourselves innocent?
Someone else who may know more about incompetency proceedings please read this and please tell me I am reading too much into it. The entire letter is in the PDF at the bottom of the linked web page.
