VA attempt to limit gun access?

Apparently the VA has now decided that it has the authority to declare someone incompetent and make it illegal for them to possess a firearm.

DISARMING AMERICA'S HEROES: Veterans receiving letters prohibiting the purchase, possession, receipt, or transport of a firearm or ammunition... | RedFlagNews.com

I read the entire letter several times and it looks like they think they can declare someone incompetent based on vague evidence provided by an unnamed person. As a result of this, the "incompetent" person would lose their 2nd amendment rights without any judicial proceeding occurring. Additionally, the burden of proving that they are not incompetent is placed on the individual. Are we now guilt until we prove ourselves innocent?

Someone else who may know more about incompetency proceedings please read this and please tell me I am reading too much into it. The entire letter is in the PDF at the bottom of the linked web page.

The liberal far left socialist's whackos will and are attacking the right to keep and bear arms on many fronts.
Their tactics are clear; start as many fires as possible on multiple fronts and hope some will escape scrutiny and slide into law.
This current attack is similar to a scorched earth policy in reverse. Has anyone noticed the latest attack on 4A with drone licensing?

Sadly and tragically, the socialist's progressives are getting (something) while lovers of freedom are only defending what we currently have.

It is time all defenders of freedon not only defend what we already have, but go on the offensive and GET MORE RIGHTS!
