    This sounds kinda similar,to a live bill,that's in the Senate Judiciary Committee now,for S.C..A couple of states seems to be trying this.Some seems it won't hold up.I have no clue,whether it will or won't.At least they are trying something to protect our rights.They could be trying the very opposite,thankfully,they aren't.
