Thank you for contacting me with your concerns regarding National Park
Service regulations pertaining to the possession of firearms in a national
park. I appreciate your taking the time to share your thoughts on this
matter with me.
As you may know, NPS firearms regulations (36 CFR 2.4) state that
firearms are not to be allowed on National Park land unless the firearm is
rendered temporarily inoperable (ammunition separated from firearm) and
stored in a manner that prevents ready use (i.e., trunk). According to a
recent inquiry I made to the National Park Service, the background and
training requirements for concealed firearms possession vary significantly
from state-to-state and trying to achieve uniformity of concealed firearms
issuance throughout all 390 parks would be nearly impossible and
unenforceable.
The Second Amendment to the U.S. Constitution reads: "the right of the
people to keep and bear Arms, shall not be infringed." While others may
disagree, the plain language of this Amendment guarantees the right of
law-abiding citizens to keep and bear the arms of their choice. I am
strongly opposed to limitations on the United States Constitution's Second
Amendment rights of law-abiding gun owners. While no one condones the
purchase and use of guns by felons or other high-risk individuals to
perpetrate any crime, we must not improperly hamper the right of
law-abiding citizens to bear or purchase arms.
As a member of the House Judiciary Committee, which has primary
jurisdiction over gun control legislation, you may be assured that I will
keep your thoughts in mind should legislation pertaining to the right to
carry firearms in our national parks come before me.
