    If you wish to make a public speech or participate in a peaceful demonstration for redress of grievances, you must first obtain a permit from the state.

    There is a 5-day "cooling off" period before you can make your speech or demonstration.

    No more than 1 speech or demonstration may be made per month.

    The speech or demonstration may not address certain particularly inflamatory subject matter unless you are a Class III free speech dealer.

    I was so happy to see VCDL used one of my ideas, although they did change it a bit. Here is the email I originally sent.

    Ok, so here is the thought process I am running with, let me know what
    you think:

    wouldn't want those "rapid fire" mouths in a crowded place.)
    > You must wear a sign expressing your basic political thoughts (no
    concealed weapons)
    > If you are drinking, or in the presence of drinkers...you may not speak
    (restaurant carry)
    > Your stance on current issues is published, with your name and address in
    the local paper (FLS)
