    They shouldn't be allowed to commit crimes either. Just make a law for crime to be illegal. Geez, people.
    "Geez, people," meaning this isn't a joke and is, instead, to be taken seriously? Hm.

    Criminal law exists and has for some time, now. Hasn't made much of a dent. Criminals never have been justified in doing what they do, nor have they (via the laws) been allowed to do what they do. And yet, they do it anyway. It's what defines them as criminals. It's hard to see how yet another law, any law, of any sort, will make much of a difference to most any crime already in existence. Hasn't really, over the last span of decades. Hasn't been able to keep pace with the tide of crime, at all, IMO.

    What's left, then? A fairly short list of options. Simple options, actually. One step would be tougher penalties, of the sort defined by the laws. All that's needed is to simply stop coddling criminals and stop watering down sentences. Another step would be hardened facilities, to deny access to criminals, or to at least raise the cost of access. Another simple step would be hardened targets, the simplest measure of all, since it could be achieved in large part by halting the disarmament and legal evisceration of citizens who choose to act in their own defense.
