I don't think it's really a matter of how many. IIRC our founding fathers were only supported by something like a third of the population. The majority were either loyal to the crown or didn't really care either way. The important thing is who wins. Menachem Begin, Israeli patriot and Nobel Peace Prize winner was regarded as a terrorist when his group bombed the King David hotel. George Washington and his co conspirators were traitors. If the colonials had lost he and Benedict Arnold would sort of change places in our historical perspective. Look at how Russians view Stalin now as compared to forty years ago! The winners get to write the history books.

Under the Constitution I believe Martial Law would have to be invoked before the military can be called in to use on US soil. A Governor can call up the states national gaurd, but US military forces cannot be used. I'm pretty sure the canadian military will not put their forces under the control of a state governor.
In any case if it has come to that point in time TSHF already. In my opinion anothers countries military on US soil, trying to enforce the law (theirs or ours) is an invasion of this country and should be met as such.
