Ohio Sweeping Gun Reform Passes! (Merged)
After much hard work, for many months, Ohio had the most sweeping gun reform PASSED (in decades) through both the House and the Senate this week. Now, to the Governor's desk for his signature.
Buckeye Firearms/NRA SB184 passes Castle Doctrine and a whole host of good concealed carry reform. Things that just plain needed fixed will now be fixed!
-Clarification on how persons without a Concealed Handgun License (CHL) can legally transport firearms in an automobile
-Allows lawful concealed carry in your home without a Concealed Handgun License (CHL)
-Clarifies an unloaded firearm as one with no ammunition in the firearm or in magazines or speedloaders, regardless of where else ammunition is stored
-Allows lawful Concealed Carry in retail establishments with a class D6/D8 liquor license (package sales only, not bars/restaurants)
-Allows pick up/drop off by CHL holders in school safety zones
-Provides for mandatory legal fees for gun owners who require court orders to have firearms returned to them.
-Allows lawful Concealed Carry in state owned shelters, restrooms and parking garages.
-Decriminalizes Concealed Carry in privately owned parking garages.
-Prohibits landlords from prohibiting tenants from owning/carrying firearms
-Allows CHL holders to carry firearm in unlocked glove compartment or center console.
-Expunged/Sealed records are no longer considered when applying for a CHL.
-Written test is no longer required for competency renewal of CHL

I'm assuming the previous situation was the exact flipside of each of those elements. If so, then that's a HUGE improvement. Kudos to everyone involved.

Overall, great news. I have several questions though...
Why can't you carry your weapon on your person when in a vehicle? The sheeple don't want you "reaching" for it during a traffic stop???
Could you not carry concealed in your own home before?

Time for a change in Ohio!
The vote is in and it appears to be clear that there is a need for change in some of the legislators in the Ohio Senate.
Sub. S.B. No. 184 has been concurred by the Ohio Senate 25-7!
This bill will now go to Governor Strickland for his signature, which he indicated he would consent to. Stay tuned for more information.

That portion of the new law is for those NOT licensed for a CHL. We had an "issue" with non-licensed transport. We fixed that.
The CCW in your home issue again pertained to those not licensed. We had case law that a non-CHL person had transported a firearm home, had it loaded in his home, and was charged with CCW.
There is some really bizarre case laws out there that not everyone is aware of, but because we deal with this stuff daily, hear about. This new law merely gives a lot more protection to individuals to make sure that they don't get busted for something that some rogue prosecuter digs out of the bottom of the law.

I see we still have infighting amongst our state's RKBA advocates. 
Here's hoping that one day BFA, OFCC, PRO and NRA will all get along for a full frontal assault on the Buckeye anti-gunners.
