I wouldn't tie this looney idea for the gun manufacturers into the auto industry as you are describing. Keep in mind the auto industry is already held accountable for injuries and deaths but only as a result of product failure or failure of the product to perform as intended. Safety requirements are regulated (airbags etc). So that leaves negligent behavior, road conditions, and weather as other factors for deaths associated with vehicles. Speed control would be just like gun control, it wouldn't keep some crazy guy from driving his car into another at a stop light or driving with poor road conditions to cause a 10 car pile-up. It just ticks off the rest of the law abiding drivers who don't do those things.

Yet, alcohol is more destructive than firearms. Nothing is done about it b/c alcoholic beverage lobby in Washington is so powerful. You never hear anything about suing the beverage manufacturers when some booze abusing idiot runs down a family in an intersection.
I don't see a difference between alcohol and firearms here. Either go after alcohol with the same zeal that you go after guns or leave the guns the heck alone.
An armed populace are called citizens.
An unarmed populace are called subjects.
