Dang. Put a bullseye on my forehead.

I will be calling them to verify and fill it out as necessary.

I don't understand either, but Oregon seems to have pretty good gun rights compared to many other states

I just called them and this is legit. Here is a summary of the conversation, because I asked lots and lots of questions.

    1. This is legit
    2. Some (anti-gun) judge in Jackson county said that a request to obtain these permits falls under the public information doctrine of the state
    3. Jackson county must give up the info
    4. The Jackson county sheriff filed an appeal. In the meantime, there is a stay on this order
    5. There is also another state doctrine that says that if something is granted to be used for protection (like a CHP or alarm license) it is not public info and does not have to be disclosed under the public domain doctrine.
    6. The Washington county sheriff (our hero here) is in talks with other country sheriffs to fight this.

    Other useful info

    7. Oregon does not recognize other CHP
    8. There was a bill in the legislature last time to allow this, but it never made it out of committee
    9. If you want to carry in Oregon, you can apply for an out of state permit.
    10. Those permits must be issued by the sheriff (may issue) so pick your county carefully. Washington is good. Multnomah (Portland proper, very liberal) has not been issuing permits.

Oregon only issues non-resident CHPs to residents of neighboring states. If you don't live in California, Idaho, Nevada, or Washington, you're out of luck.
