    VCDL Alert

HB 1851, Delegate Lingamfelter's bill to exempt active duty military
from one handgun a month, passed out of committee and heads to the
    Senate Floor!

HB 2144, Delegate Nutter's bill which closes the CHP list from
dissemination by the Virginia State Police, but leaves the list open
for dissemination by courts, passed out of committee and heads to the
    Senate Floor.

HB 2178, Delegate Ed Scott's bill that makes it a crime for a
convicted felon to have ammunition, passed out of committee and heads
to the Senate Floor. The bill was modified to make it a felony
instead of the misdemeanor as it was when it passed the House. I'm
not sure what will happen next. My hope is the House will reject the
change and the bill will die in conference.

HB 2136, Delegate Jackson Miller's bill that allows police to arrest
at will for a Class 1 or Class 2 misdemeanor was defeated in the
Senate Courts of Justice committee. Thanks to Senator Stolle for his
    help in killing the bill.

SB 1254, Senator Marsh's bill to require someone with an out of state
permit show photo ID, even if that permit is already a photo ID, was
killed in committee. Thanks to Delegate Jackson Miller for his help
    with this.

HB 1655, Delegate Carrico's bill to put teeth in preemption, had some
weakened language put in by the Senate last week. The House voted to
reject the Senate's changes and the bill will probably go to a
conference committee. I'm not sure how it will turnout. The hope is
that the Senate will accept the House's version.

Tomorrow a bunch of bills will have a Floor vote in one of the two
Houses and I will report what happened.

Here's what happened today on the House and Senate Floors:

    House:

SB1035, Senator Hanger's restaurant ban repeal bill, PASSED by 66 to
33! The provision for having to notify an ABC manager that a person
with a CHP is carrying concealed was REMOVED. Excellent! This bill
now heads back to the Senate, where we will see if they accept that
change or not. Delegate Morgan Griffith offered up the amendment
    stripping the notification provision.

SB1383, Senator Stolle's bill to remove the pointless Virginia law on
silencers and let Federal law control, PASSED by 99 to 0.

SB1513, Senator Smith's bill to put teeth in preemption, had the
weakening language that the Senate put in REMOVED and the bill PASSED
by 84 to 13! The bill now heads back to the Senate to see if they
will agree to drop their change. If not, the bill will head to a
    conference committee.

HB1655, Delegate Carrico's bill to put teeth in preemption, which was
weakened in the Senate, had the weakening language REJECTED by 81 to
    18. The bill is now sent to the Senate to see if they will agree to
drop their change. If not, the bill will head to a conference
    committee.

    Senate:

HB2528, Delegate Mark Cole's bill to require localities that do gun
buy-ups to sell those guns to a dealer, was amendment by Senator
Stolle. That amendment significantly weakened the bill and VCDL
OPPOSES the amendment. The bill was passed by for the day.

Yesterday in committee I noticed that Delegate Bill Janus had a VCDL
Guns Save Lives sticker on his computer.
