I'm pretty sure this is running somewhere else. The treaty covers exportation, not manufacturer, despite the scary name. The idea is to severely punish or shut down manufacturers who intentionally export guns that would be illegal to possess in the country being exported to, among a few others things. In other words, it's a treaty to make us enforce our existing laws.
