The sponsor of a bill to allow handguns to be carried in local parks says he's abandoning the proposal in exchange for the governor's promise not to veto a separate bill about guns in restaurants.

Republican Rep. Frank Niceley of Strawberry Plains says a revised version of his bill would be limited to allowing handgun carry permit holders to bring their weapons into state parks.

He says in return, Democratic Gov. Phil Bredesen won't veto a bill that includes an effort to prevent local beer boards from denying permits to establishments that refuse to bar patrons carrying handguns.

Bredesen previously vetoed a bill to allow guns to be carried in bars and restaurants that serve alcohol. But that veto was overwhelmingly overridden in both chambers of the Legislature.

While the ideal situation would be to allow carry anywhere and everywhere, that's not going to happen anytime soon. Rep. Niceley is doing what he has to do to get things done. He evidently sees that he can't get it all pushed through in one bill, so rather than loose it all, he's going for a piece at a time.

Let's hope smaller bites help, sometimes it's better to take big bites. But not always.

Governor Bredesen signed it after all. The House recalled it, but not the Senate.

Here is what I understand for parks in Tennessee (please verify before visiting):

    State parks--effective immediately.

Local parks--effective 1 September 2009, after localities have a chance to opt out if they wish.

National parks--effective February 2010 per national legislation.

Wildlife Management Resource Areas were removed from this bill and placed in a separate one which hasn't yet been finalized.
If the public are bound to yield obedience to laws to which they cannot give their approbation, they are slaves to those who make such laws and enforce them.--Samuel Adams as Candidus, Boston Gazette 20 Jan. 1772
