    ATF open letter to Industry - re: frames and receivers

    IMPORTANT READ !!

    Those of you from PA may have heard about Gov. Rendells use of
    the PSP to attempt illegal registration of AR15 rifles!

    This Letter from ATF further clarifies and defines what a "receiver or frame" IS - as related to the 4473 form and FFL records!

    It also instructs FFLs how to sale these items.

    What that means is you can buy a completed AR 15 rifle at 18 yoa,but you cannot buy a stripped receiver with the intent of building a rifle unless you are 21 yoa,

    Its just some more of those "Common Sense" gun regulations. What doesn't make sense about them?

    As I said in my post GOV.RENDELL of PA has been trying to register AR15 rifles as HANDGUNS - and having the PA State Troopers tell FFL
    dealers they must do this.

    The ATF SENT this Letter BECAUSE of Inquiries from PA GUN DEALERS.

    Ok, now it becomes more clear. However, you DID NOT say this in your orig post so the issue was a tad murky.
