Note that Senator Pryor, Arkansas, changed his vote at the last minute.....going from "Nay" to "Aye". In my mind, he saw that his "Aye" vote would NOT affect the outcome (60+1 needed to pass), and changed in order to tell the people of Arkansas the HE voted FOR the Amendment.
