Regarding the comments earlier in this thread on the numbers of states in the "may issue" category, as Chris wrote, there can be a big gap between law and practice. In Hawaii the gap is infinitely large.
For example regarding the text of the relevant statutes, California, New York, and Hawaii are "may issue" states. You can find people with California or New York permits, but you will never find a nonLEO in Hawaii with a permit.
Hawaii is logically grouped with the other "no way" states: IL, WI, NE (for now), and KS (until 2007 Jan 1).
Hawaii has some ridiculous firearm laws. You must get a permit from the police before you even buy a pistol, and you are allowed to transport the pistol one time only, straight home from the gun store. It can only be inside the house. I know a man who moved from California to Hawaii already owning several pistols. When he tried to get permits from the police his pistols were confiscated because he owned them prior to getting the permit.
