I dunno about WA, it's been a long time since I had a permit there (1981-84) but this is the rule in FL:

790.10 Improper exhibition of dangerous weapons or firearms.--If any person having or carrying any dirk, sword, sword cane, firearm, electric weapon or device, or other weapon shall, in the presence of one or more persons, exhibit the same in a rude, careless, angry, or threatening manner, not in necessary self-defense, the person so offending shall be guilty of a misdemeanor of the first degree, punishable as provided in s. 775.082 or s. 775.083.

Of course the rub is who defines rude or careless? If I'm in ccw mode and a stiff breeze blows up my cover garment and some anti spots it, can she go over to a cop, point at me and exclaim: That guy is carrying a gun and I saw it and I'm scared! Guess what? Maybe I get busted. This is why I teach extraordinary measures to make sure the weapon stays concealed at all times, if possible. I make durn certain that my stuff stays concealed at all times.
