I can only speak for Monroe County (Rochester area), but the BS you have to put up w/ is mostly just bureacracy here. It took approx. 6 months to get my permit. Having owned pistols in my previous state, there is more bureacracy than if you don't own any pistols. PM me if you want more details. It was a really convoluted process for me to add my previously owned pistols to my permit.

Monroe county for the most part has been issuing unrestricted permits as far as I know. I haven't heard of anyone being issued a restricted permit, but that could change w/ the term of the judge reviewing permit applications.

Most county websites have info regarding pistol permits on their websites. I would start by checking those out and by calling their permitting office.
