Montgomery county is one of the more ccw friendly counties that I know of. You will have a residency period and restrictions that the issuing judge usually removes at request after a year and a visit with him.
Sometimes the barrier is finding 4 people whom you know personally in a new place of residence to sign a character reference for you.
I believe you only need to provide a spent shell on a purchase of a new handgun.
