The controversy over HR218 and whether or not railroad police qualify is still ongoing. Some of the stipulations, re: definition of government organization, qualifying with your department periodically, etc, made it easier for me to just apply for the Ohio consealed permit. There's essentially no difference in benefits or restrictions of Ohio concealed carry as a former police officer as opposed to an everyday citizen. Some railroads themselves are against their retired officers carrying consealed simply due to liability concerns, true or imagined, so their in no hurry to help clear up any controversy.
