Bosco pretty much covered everything already.
No grace period but you can leave them in FL and have them sent to an FFL here or ship them to an FFL here for storage until you have a permit.
Monroe county is basically "shall issue" but takes about 8 mo. to get your permit. You have to live here for 3 years to apply, but you can apply after 6 months. If you apply after 6 mo. you have to get 4 character references from the county that have known you since you moved here plus an additional 3 from your previous place of residence. Those 3 have to be notarized.
Oneida county will issue you a restricted permit for hunting/target/hiking/camping.
Onondaga county will issue you a similar restricted license.
Broome county will issue you a restricted license but there is a class you can take that will get your restrictions removed.
Wayne county has always been shall issue and unrestricted but recently one of the three judges started restricting permits unless you showed cause. There was a squabble over it but I haven't heard any news about whether or not he's still restricting them.
Onondaga county issues restricted permits.
