Copies of form 887-B (application for a sandpaper ownership permit) are available at the courthouse. Be aware, though, that each piece of sandpaper must be individually registered with the state...which requires a $500 fee and an 8-10 month wait.
I would really recommend not moving out of America. You may think it is temporary but end up getting stuck there.
