That law is null and void by state law. The registration law isn't being challenged. It's preemption which is being challenged. Preemption has won every time, most recently with the decision that Cleveland police and firefighters don't have to live in Cleveland.
There's no need for any Clevelander to register anything but an NFA firearm or destructive device, and that with the Federal government, not Cleveland.
Any "problems" visited upon you can be returned five-fold in lawsuits for false arrest, violations of civil rights etc. The Cleveland FOP recognized that when they advised their members to ignore the mayor's calls to enforce Cleveland's null and void "assault weapon" ban.
