Quite frankly, I think your criteria is too limiting. The same ammo, 1 MOA and only 400 rounds is not really viable. My SHTF ideal combo would be a 12 Gauge Shotgun (good to 100 yards) with a variety of loads and a bolt action in any common caliber (30-06, .308, 30-30, 5.56, etc.) with good glass on it, both preferably in stainless and synthetic materials.
Of course, if I had to go with what I actually have on hand, it would be my accurized AR-15 with the 75 grain hollowpoints and either my 1911 or Browning Hi Power (the classic dilemma of caliber vs capacity).
