I don't know if this has already been stated, I didn't want to read through all five pages and get mad at some of the garbage posts.

Bottom line is this... the military or any large organizations have to deal with all kinds of people. A whole bunch of them are lucky they can tie their own shoes. I can say this, 'cause I lived with them for several years.
So when rules are made, they have to be made with the lowest common denominator in mind. They also have an interest in keeping their assests safe, both people and hardware. The only way to do this is to minimize liabilties.
The rules and regs are written by pencil pushers and bean counters who believe that problem personel can't be "dealt" with as Chorizo put it. For the most part he is correct, they are dealt with. In the case of firearms, the dealing is mostly done when its to late.
