As a former VA resident and CHP holder, I can attest to that...but open carry IS legal in such places...been there, done that...you might get some looks, but most folks just assume you're a cop and don't bother you about it.
In Florida, if you have a CWL, you can carry concealed in a restaurant that serves alcohol, but you just can't sit in the bar area, from what I've read of the laws here.
