There are ways to approach it that would not cost more than three or four dollars, and I don't think he should consult with a lawyer unless it is for free.
Something overlooked is the idea of being handcuffed for a speeding violation after asking officer for info etc. That is highly unusual in itself. It is bizarre and calls for some inquiry for sure. I would not accept that like it was some minor inconvenience.
I have had thousands of people either lie to me or hold back the entire truth, so while I am not questioning Duisburg's integrity, everything I say here depends completely on whether his initial narrative is absolutely true.
Re consultations, my personal opinion is via phone or in person, consultation without charge, not a problem. Or even resolving it via phone, not a problem, no bill. Got to help out folks when you can and it is not all about money. Far from it.
I think he is all set now and knows what to do to get some results.
