If anything, from a civil liability standpoint, as civilians we're far better off shooting them as few times as necessary to stop the threat. A LEO has the backing of the state and protection from liability - depending on the laws in our state, we may have little to no immunity from liability.
I know I'd much rather shoot someone a single time to make them stop doing whatever it was that made me have to shoot them in the first place, than have to "viciously fill them full of lead" as some lawyer is no doubt going to describe to a jury.
