Plus anyone yahoo can buy a id badge, or pouch or even fraudulent police items ie caps, vest etc, so having such an item is no guarantee you are a good guy. When an officer points his gun at you and tells you to drop yours, you had better do so ASAP. Common sense should have told Mr. A to drop his gun and later explain himself to the police, when they no longer felt threatened. Pouch would have made no difference.
