NYS, where I used to live, has very few restrictions because they issue very few permits. This kind of logic is prevalent in many states that CCW is difficult to obtain.

Two notes; my friend did inform when stopped and the LEO almost had a heart attack. I do not enjoy having a gun held in a shaking hand pointed at me.

Also the permit restictions ie: "target only" are administrative and if you carry off restictions as in 24/7 and are caught they will recind your permit but it is not a crime.

Where I used to live in Oneida county, they restrict all permits. I've known people to keep targets in the trunk so if they are ever stopped or something they had gone to the range earlier in the day. Rumor has it that LEO doesn't even look at the restrictions because you go through the same background checks and training. That county requires proof of formal training like the NRA basic pistol certificate to get your permit.

My sister is a LEO in rochester and she told me they aren`t worried too much about people with ccw`s. They just have to worry about all those that carry without them.
