Out of state residents not only don't need a FOID card, they can't get a FOID card. FOID does not apply to out of state residents and cards are not issued to out of state residents. There are plenty of out of state residents coming to IL who "touch" firearms. Lease hunting is big business in western and southern IL. One of the big hunting issues in those areas are the number of out of staters coming into the state to hunt. Also, the largest shooting complex in the US is at Sparta IL which almost weekly there are out of state shooters filling the area for various matches.

The OP was asking why his IL DL picture was used even tho he sent in the required photo with his FOID app. I answered the reason why in the refereneced thread.

I thought he was asking his question in the context of moving to Illinois and the situation for residents rather than visitors. I worked with several gun shops and dealers at various shows before leaving Illinois. None would allow any FOIDless resident or any out-of-stater to touch any handgun. If a FOID holder allowed a non FOID holder of any kind to handle a gun while in the shop, any sale possiblity was pretty much null and void since the possibility had arisen for a 'straw purchase' and, in addition, the FOID holder was asked to end the evaluation and return the handgun to the clerk. That is referencing shops and sales situations only and primarily to handguns. The only general exceptions were made for antiques and for long guns for residents of adjacent states only. It doesn't refer to hunters with their own guns.

The policy was from several sources - all law enforcement or legal. The opinions came from local police (sometimes as warnings), state police (usually as 'advice') and even - on one occasion - from BATF. All of these shops were in Northeastern Illinois and they were/are under extremely heavy pressure and surveillance. IMO it won't be long before you won't be able to purchase a gun in Cook County. I should add that the State Police were the most helpful when it came to trying to get real help in trying to work through all the wrinkles of Illinois laws/policy. They were the only ones with the statewide perspective and a feel for how confusing it could all be with daily (daley) pressures to keep doing the right thing.

The service for the FOID was quicker for those prone to procrastination. There was no wait for the form, no delay to get a photo, and the money order was available with all papers in a sealed, stamped envelope when the individual left the store. They were responsible for mailing the envelope which assured them that it was, in fact, mailed quickly and from where.

They were being overly cautious and didn't know what was required. Out of staters don't need a FOID. They can't get a FOID. FOID doesn't apply to out of staters. Since an out of stater doesn't need and can't get a FOID then they are not restricted to the same handling limitations that you mention. All an out of stater has to do is show some kind of ID showing they are an out of stater and therefore the gun shop would know they don't need a FOID.

Thank you. We try. The ISP isn't there to arrest everyone or get anyone in trouble. We're there to provide any direction or information which is helpful to the people to keep them out of trouble.

Wis no problem as long as the weapon is transported as per the rules,
unloaded, broke down, in in a case etc.
For Ill contact the customer service number given in the links for the foid card. Explain your situation and ask for guidance on how to proceed, seems big thing is you need an address; however, since your moving you don't become a resident for some time, ie 30 days or so. Seek officialdom response on this one.

IL's law isn't real difficult. He becomes a resident once he establishes residency. Don't confuse driver's license laws with residency laws. Once moving to IL a person has a grace period to get an IL DL but that is not the same as establishing residency and driver's laws have nothing to do with firearm laws.
Once you get an IL address then apply for a FOID. Pretty simple.
