Yes, and Yes, depending on the pistol.

The XD has a heavy trigger pull, a grip safety, a trigger safety, and a striker safety. The gun is NOT going to go off unless you pull the trigger. Carry with a proper holster that covers your trigger guard.

Carry without one in the chamber if you feel you need to, but rack the slide so the gun would be 'ready to fire'. If it ever goes 'click' all by itself you will know you were right not to carry with one chambered. After a while, I believe your question will be answered.
