I attended the Utah concealed carry instructor course yesterday. Here's what they said about the current processing time. Note that these times are from the time that they receive an application.

The current average time is 6 weeks. Utah residents get priority, so their permits may take a little less time to process. Out of state permits take a little longer, about 7-8 weeks. Utah state law gives them 60 days (8.5 weeks).

The Utah legislature gave the department more money this year, and now they have 6 people working full time on the applications. They receive 2500 applications a month. That's more than 100 permits issued each work day.

They also asked us to tell people to not call about the status of an application. They won't be able to expedite processing of any particular permit, and phone calls just use up their time that is better spent on actually processing applications.

Bonus fact: Utah signed a formal reciprocity agreement with West Virginia, effective May 15, 2008. Utah permits are now recognized by 33 states.

I think I sent in my application in mid-February, permit arrived today.

Won't help Utah non-resident permit holders. WV won't recognize any out-of-state permits(and they won't issue any either). You'll be reduced to open carry only.
