Swap Fox - SLED is indeed receiving pressure from Florida to at least accept or decline Florida's offer for reciprocity. Not that it means much... However the new law would seem to imply a requirement that they at either accept or reject such offers, per the requirements of the law... as opposed to sitting on their butts. Before the law was passed, they were legally allowed to make their own decision on reciprocity which meant they could stall as long as they wanted.

This is the law now:


SECTION 1. Section 23-31-215(N) of the 1976 Code, as last amended by Act 347 of 2006, is further amended to read:

"(N) Valid out-of-state permits to carry concealable weapons held by a resident of a reciprocal state must be honored by this State, provided, that the reciprocal state requires an applicant to successfully pass a criminal background check and a course in firearm training and safety. A resident of a reciprocal state carrying a concealable weapon in South Carolina is subject to and must abide by the laws of South Carolina regarding concealable weapons. SLED shall maintain and publish a list of those states as the states with which South Carolina has reciprocity."



And hence wondering if any one had any direct knowledge of the current status of the reciprocity between the two states and if the proper paper shuffling is in process.

I've talked with SLED on the phone a couple of times. They had told me they'd e-mail me when the list was officially finalized, but, I hadn't heard anything, so I called back and spoke with Capt. Weir, who supposedly is heading up South Carolina's CCW reciprocity revision efforts in light of its new legislation.

According to the captain, the new list is still IN PROGRESS as several of the agreements between states attorneys-general are yet to be signed.

He said a complete list WILL SHORTLY be published on SLED's web site.

The way the Senate fouled up the original bill, I don't think that SC can gain reciprocity with itself - no kidding.

I will be pleasantly surprised if any new States are added anytime soon.

Captain38 - thanks for the update. My contact at the FL DoCS/DoL says he's still waiting to hear back from Capt. Weir. So it would seem that he's either swamped, or just doesn't want to reply to Florida's request.

It is also possible that they are considering whether or not FL's laws are compatible enough... the text of Florida's law allows for a few options that are not necessarily "training":
-Completion of any hunter education or hunter safety course approved by the Fish and Wildlife Conservation Commission or a similar agency of another state
-Presents evidence of equivalent experience with a firearm through participation in organized shooting competition or military service
-Is licensed or has been licensed to carry a firearm in this state or a county or municipality of this state, unless such license has been revoked for cause

Hunters education requires no firearms proficiency training... even if it did it would not be a concealable gun (i.e. pistol or revolver.)

"Evidence of experience" ought to be as good as training, but that
isn't the letter of SC law.

Simply having an old license was a legitimate reason from granting one under the new statutes... but means the licensee may or may not have received "training".

What I find interesting is that SLED still seems to be making the decision with regards to whether or not another states laws are "good enough". That's why I'm a huge proponent of state legislation that requires a state to accept ANY OTHER state's concealed weapons permit.
