Erie County. It may take 12 months but they get issued. I am seriously considering relocating out of NYS for reason not related to CCW. NYS sucks. This place is out of control.

I agree, NYS is awful. I live in Erie County and I've had my permit 7 years now, says "Hunting and Target". (though no mention of what I should be hunting or targeting) Basically nonsense invented by Erie County. You'll need to take the course (a few hours at the Buffalo Gun Center on a Sat.) get 3 references, you'll get interviewed by a cop, fingerprinted, and wait 6 months+. $$$ was $60 for the course, $99 for fingerprinting and I'm not sure what else. Remember once you have a permit you have to go to the County Building (Buffalo) every time you add or remove a gun. Best to do a whole bunch at a time, they charge you $3 per transaction (I've co-registered a lot of pistols for a friend and they didn't charge me per gun like the website says they will)
The clerks are nice and VERY slow. BE POLITE!!! And watch out for the security cops at the metal detector. They have attitude issues. Inquired about checking a carry piece so I wouldn't have to leave it in my car and I got all kinds of B.S. including some fabrication stating that "since 9-11, you can't carry your gun in the city..."
I think he made that up on the spot. I called him on his baloney and,
long story short, you can check your weapon in their lock box and get a receipt.

You are not allowed to bring a firearm to any government office. That includes the County building. Be very careful about this. If I attempted to bring my piece through Westchester I would have been cuffed and my license revoked.

Bosco pretty much covered everything already.

No grace period but you can leave them in FL and have them sent to an FFL here or ship them to an FFL here for storage until you have a permit.

Monroe county is basically "shall issue" but takes about 8 mo. to get your permit. You have to live here for 3 years to apply, but you can apply after 6 months. If you apply after 6 mo. you have to get 4 character references from the county that have known you since you moved here plus an additional 3 from your previous place of residence. Those 3 have to be notarized.

Oneida county will issue you a restricted permit for hunting/target/hiking/camping.

Onondaga county will issue you a similar restricted license.

Broome county will issue you a restricted license but there is a class you can take that will get your restrictions removed.

Wayne county has always been shall issue and unrestricted but recently one of the three judges started restricting permits unless you showed cause. There was a squabble over it but I haven't heard any news about whether or not he's still restricting them.

Onondaga county issues restricted permits.

That's all counties I'm familiar with.

Tioga county is pretty good about it. You just need a "reason" and some references. I lived there for 14 years.

Dutchess County is also pretty easy. It took three months, for a full carry license. No visits with the judge or jumping through hoops really. Its still a bunch of B.S. but Im happy I live in Dutchess. One day I will be gone from NY though.
