Since we're talking RIA's , heres my two.

Full size GI , with bobtail and Trijicon sights added by me. And the compact with a mild de-horn job, modified grip safety and hammer.

Taurus 24/7 has been perfectly reliable for my friend, he paid $385 for it new.

Ruger P series. I carried a P-95 for couple of years. Ate everything I fed it reliably. Bought it new in 96 for $250, I hear they're still pretty cheaply priced these days too.

My dad has a Rossi snubnose he bought for $200, never had a problem with it that he's told me about in the 5 years since he bought it.

The old Eastern Bloc sidearms are built like tanks and very reliable for the most part. Ammo availability seems to be pretty good for 9x18 as well.

And of course, police trade in's can be found dirt cheap on a lot of different models (Beretta, Glock, S&W, etc....)
