Looks like a leather ctac made for belly carry.
I currently use a CTAC with velcro clips at full cant @ 3:00. It works tucked or untucked and hides very well with Dress shirts or untucked T-Shirts and Polo shirts. Polo's and T's have to be 1 size larger for me to tuck them and not print.
