Actually, it is a whole system of matched sizing that matters. The gun has to properly fit the holster. The holster has to properly fit the belt. The belt has to properly fit the beltloops of the pants. If the belt is too small for the belt loops, you get unwanted movement of the holster because the belt isn't secure, hence the holster isn't. If the holster loops are too big for the belt, you get unwanted movement of the holster, especially sliding and rocking. If the holster is the wrong size for the gun, you get unwanted movement or a stuck gun.
