I would suggest anything made by Emerson. They have a few models around 3". Most can be found on ebay for a lot less than MSRP. I've bought a few on there for less than 100.
I also should mention they now offer a cheaper line of knives made in Japan. I haven't had a chance to see one in person but if they put their name on it it's GTG. Any particular reason why it has to be a tanto-style blade? The American version of the tip doesn't penetrate any better, and they tend to make the blade harder to maintain with the sharp angles on their edges.

Yeah, I did away with tanto blades a while back. They make for poor general purpose utility knives for those who use their blades a lot. But, some people have gotta have them. My original Stryker was a tanto blade and I loved it, although it wasn't a great blade for what I was using it for. Then I lost it. The new Strykers now are available with a spear point and if I ever replace it, I'll be opting for the spear point. I really find the modified sheepsfoot on the Benchmade Griptilian to be an awesome blade shape. Much more versatile use and just as strong tip. Easier to sharpen too. It is offered in a tanto blade for those who want it though.

Another plug for the Griptillian. The action is smooth, the lock is great (and truly ambidextrous, if that matters to you), the grip is very secure.

I have found that tanto blades tend to be a bit thicker which I like because I pry on a lot of stuff at work with my knife.

My Grandpappy always told me that pocket knives would last a LOT longer if they didn't look so much like...screwdrivers & prybars
