Not a stupid question.... just not sure I understand it correctly
The hammer should drop and strike the firing pin "every time" the action is racked and trigger is pulled whether it is an empty chamber, a live round or a snap cap in the chamber... as long as the safety is off. If the safety is on... you shouldn't be able to pull the trigger. If you weapon does otherwise... You may need to have a gun smith examine it.
