Yes, if you're stuck with the purple duck, you can make it work.
My take (based on the very limited sample of 2) is that Ruger has/had extreme difficulty either with straight-boring the barrels, or maintaining consistent feed while rifiling them. Ie., yes Mini barrels whip- because the bullet is not able to maintain constant forward velocity and experiences variable frictional resistance transiting the bore.
